Ghada Hameed Habib, the Ombudswoman and Chairperson of the Prisoners and Detainees Rights Commission (PDRC), emphasized Bahrain’s distinctive approach to upholding human rights. She highlighted that Bahrain’s model stands as a remarkable and exemplary strategy within the region. This strategy is deeply rooted in His Majesty King Hamad bin Isa Al Khalifa’s comprehensive development vision, supported by the guidance of His Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister.
Habib noted that this approach has led to the establishment of independent national institutions and agencies operating within the framework of criminal justice. The Ombudswoman’s office and the PDRC, with specific roles, have shown significant accomplishments despite their relatively short operational time. She underlined the valuable collaboration of these institutions with various ministries, particularly the Interior Ministry, guided by the directives of General Shaikh Rashid bin Abdullah Al Khalifa, the Interior Minister. Such collaboration has enriched their experience and amplified their impact.
The Interior Ministry has been instrumental in achieving notable human rights milestones. These include the establishment of reform and rehabilitation centers for inmates, as well as the implementation of pretrial detention measures in accordance with international standards. The Interior Ministry’s dedication to programs like alternative penalties and open prisons, which align with global best practices, has been noteworthy.
Habib highlighted that the Reformation and Rehabilitation Directorate has earned international accreditation from the American Correctional Association (ACA), demonstrating a commitment to maintaining international quality standards.
Furthermore, the Ombudswoman affirmed that independent national institutions are fully aligned with the National Human Rights Plan 2022-2026, reflecting Bahrain’s progress across various domains. This alignment encompasses criminal justice and measures aimed at enhancing human rights across the nation’s institutions.
