UAE Federal Law on Regulating Heavy Vehicle Weights and Dimensions: Energy and Infrastructure Reveals Details

Abu Dhabi, September 13th – The Ministry of Energy and Infrastructure in the United Arab Emirates unveiled the details of the amendment to the federal law regulating the weights and dimensions of heavy vehicles used on the country’s roads. This amendment, which was approved by the Cabinet under the leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Deputy President of the UAE, Prime Minister, and Ruler of Dubai, aims to promote road safety and environmental sustainability. The new law introduces several significant changes that will have far-reaching impacts on the transportation sector and the nation as a whole.

Key Highlights of the Amendment:

  1. Inclusion of 200,000 trucks under the federal law.
  2. Installation of 24 electronic gates by the end of 2024 to measure and monitor the weights and dimensions of heavy vehicles.
  3. Reduction of carbon emissions by 5 billion kilograms by 2032.
  4. A 50% reduction in the fatality rate per 100,000 people.
  5. A 50% increase in the assumed lifespan of roads.
  6. Equating 300 trucks to a single Union train journey.
  7. Accelerating the achievement of the state’s goal to become one of the safest and most secure in the world.

The amendment introduces a maximum weight limit of 65 tons for heavy vehicles and trucks on the country’s roads, starting from the year 2024. It also outlines the responsibilities of heavy vehicle operators, whether they are owners or renters, and defines the powers of the regulatory authorities responsible for monitoring and enforcing violations, as well as corrective and preventive actions.

This law will apply to all heavy vehicles using the country’s roads, including those licensed in foreign countries and allowed entry into the UAE. Exceptions are made for heavy vehicles owned by security, military, and police entities, as well as civil defense vehicles.

In a press conference held at the ministry’s headquarters in Abu Dhabi, the Minister of Energy and Infrastructure, His Excellency Suhail bin Mohammed Faraj Al Mazrouei, emphasized that immediate coordination would occur with federal and local authorities, as well as the private sector. This coordination will aim to develop the necessary measures to expedite the implementation of the law, ensuring that it serves the best interests of society and the economy.

He explained that the new amendments align with the government’s goal to accelerate the development of interconnected and technologically advanced infrastructure in line with the “UAE Vision 2031.” These efforts will not only enhance our competitiveness but also improve the quality of life for citizens. The commitment to this federal law regarding the regulation of heavy vehicle weights and dimensions is expected to reduce road accidents by 50% per 100,000 people, as studies show that truck-related accidents account for 62% of fatalities.

Moreover, these measures will positively impact road infrastructure by reducing maintenance costs by approximately 200 million dirhams annually. Studies indicate that applying the federal law and its implementing decisions will lead to a reduction of carbon emissions by 5 billion kilograms by 2032, contributing to pollution mitigation and supporting sustainability goals.

The amendment to the federal law on regulating heavy vehicle weights and dimensions aligns with the UAE’s vision of a safe, sustainable, and technologically advanced future, showing the government’s commitment to improving road safety, reducing carbon emissions, and enhancing the nation’s infrastructure.
